The West Crescent of Palm Jumeirah, and PASSO

The crescent that encloses Palm Jumeirah is the island's outer edge, facing open water. We look at what defines the West Crescent as a setting, and at PASSO by BEYOND, a project of two towers and 625 residences scheduled for completion in the third quarter of 2029.

Most people know Palm Jumeirah from above: a trunk, a fan of fronds and an arc of land enclosing them. Fewer have spent time on that outer arc, the crescent, which is where the island feels least like a city and most like a coastline. This article looks at the West Crescent as a place to live and at PASSO by BEYOND, a residential project now planned there. We describe the setting and the published facts. We do not quote prices or forecast returns.

The shape of the island

Nakheel, the island's master developer, describes Palm Jumeirah as taking the shape of a date palm, with three main areas: the trunk, the crescent and the fronds. It states that the island covers 560 hectares, extends about five kilometres into the Arabian Gulf and is home to approximately 25,000 people.

Each part has a distinct role. The trunk carries the island's spine of apartment buildings, hotels and retail, and connects to the mainland. The fronds are largely residential, with villas set along private shorelines. The crescent is the outer ring. Nakheel describes it as lined with beachfront resorts and residences, and it is reached from the trunk by a sub sea tunnel.

What defines the West Crescent

Three characteristics shape daily life on the crescent.

Orientation to open water. The crescent's outer shore faces the Gulf rather than another frond. Views and breezes come off the sea, and the horizon is uninterrupted.

Distance from the trunk. Because the crescent is separated from the trunk by water and joined by the tunnel, it carries less through traffic than the trunk. The effect is a quieter, more resort like rhythm.

A hospitality setting. The crescent has long been the island's resort edge, and residences there tend to share their surroundings with hotels and beach clubs. For some buyers that is an attraction; others will prefer the more private character of a frond.

Beach quality is part of the appeal. In December 2023 the Dubai Media Office reported that Nakheel beaches at its Palm Jumeirah locations had received Blue Flag status, an international accreditation for beaches.

PASSO by BEYOND

PASSO is a project by BEYOND Developments, which Gulf News describes as part of OMNIYAT Group. In its release published on Business Wire on 1 August 2025, BEYOND describes PASSO as a waterfront development on the West Crescent and as its first flagship outside its masterplan in Dubai Maritime City.

The published facts are as follows.

  • Towers. Two, named Avita and Bella.
  • Residences. 625 in total.
  • Range. One bedroom residences, homes of two to four bedrooms and more, five bedroom penthouses and six beachfront mansions.
  • Collections. Residences are grouped as Wellness, Elite and Signature.
  • Beach. BEYOND states 250 metres of private beach.
  • Completion. Scheduled for the third quarter of 2029.

The release lists a shaded Piazza at the arrival, a Wellness Pavilion of 260 square metres, a Montessori inspired Kids' Pavilion, cascading pools, rooftop sky gardens and a 360 degree infinity pool with views of the sea and the skyline.

Adil Taqi, Chief Executive Officer of BEYOND Developments, framed the vision around three pillars: the address, the landmark and the experience.

How we would read the project

A project's published description tells you what is intended. A buyer's task is to understand how that intention becomes a home. On PASSO, as on any project of this kind, these are the questions we would work through.

Which tower, which side, which height. Two towers on a crescent will not offer identical outlooks. Ask for the plan of the floor you are considering and identify what each principal room faces: open sea, the skyline across the water, the other tower or the arrival court.

What the collection means in practice. Collections group residences by features. Establish precisely which features belong to the residence you are considering, such as terrace depth, private pool or ceiling height, and confirm them in the specification attached to the sale agreement.

The beach and its access. A private beach is a shared amenity. Understand how it will be managed, who may use it and how its upkeep is reflected in service charges.

The schedule. A completion date of the third quarter of 2029 is BEYOND's published schedule. The sale and purchase agreement sets out what happens if that date moves. Read those clauses with care, and see our guide to how off plan purchases work in Dubai for the registration and escrow steps that apply.

The service charge and its basis. Amenities of the kind BEYOND describes, from pavilions to rooftop pools, are maintained through service charges. Ask how the budget will be set, how it is shared between the towers and the beach residences, and when the first budget will be published.

The documents behind the description. A release is not a contract. Before committing, ask for the floor plan of the specific residence, the specification schedule and the draft sale and purchase agreement, and confirm the project's registration with the Dubai Land Department.

Living here day to day

The crescent suits buyers who value water, quiet and a measure of separation. Those who want to walk to shops and restaurants each evening may find the trunk or the mainland more convenient. Neither is better in the abstract; they suit different lives. For many international owners who use a Dubai home for part of the year, the crescent's calm and its hotel surroundings are the point.
