Dubai announces Nad Zabeel, a research campus beside Zabeel Park
On 1 November 2026 Dubai announced Nad Zabeel, a research, development and innovation campus at Zabeel Park that the Dubai Future Foundation expects to complete within five years and that is planned to draw more than 30,000 scientists, researchers and entrepreneurs a year. The site sits within one kilometre of DIFC and Burj Khalifa, so the districts that already house the financial centre's workforce are the ones that stand to absorb its demand.

Dubai announced Nad Zabeel on 1 November 2026, a research, development and innovation campus to be built at Zabeel Park within five years under the Dubai Future Foundation, and planned to draw more than 30,000 scientists, researchers and entrepreneurs a year. The Government of Dubai Media Office placed the site within one kilometre of Burj Khalifa, DIFC, the Museum of the Future, Emirates Towers and Dubai Frame. For a property buyer the news is not a new district to buy into, because no homes were announced; it is a new daytime population landing in the middle of the districts that already house the financial centre.
What was announced
The release of 1 November 2026 says the campus was announced in the presence of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and launched by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Board of Trustees of the Dubai Future Foundation. Sheikh Hamdan said: "Our goal is to keep Dubai ahead in anticipating global transformations."
The campus is to hold laboratories, scientific and research centres, creative and innovation incubators, leisure facilities and spaces for scientific and professional events. The sectors named are artificial intelligence, robotics, advanced technology, urban technologies, and health and environmental technologies. Occupants are to include global technology companies, universities and academic institutions, government entities, bodies drafting future legislation, start ups and local and international investment companies, with accelerator and incubator programmes attached.
The National reported the same day that the project is intended to bring universities, technology companies, investors and government departments under one roof. Neither the release nor the reports of 1 November 2026 in The National, Arabian Business and Emirates 24|7 gives a land area, a cost, an architect or a developer, and none describes a residential element. This article does not estimate any of them.
How it fits Dubai's plans
The release places Nad Zabeel inside the Dubai Research, Development and Innovation Ecosystem, established under Sheikh Hamdan's directives in December 2025 and overseen by the Dubai Future Foundation, and inside the Dubai Economic Agenda D33, which comprises 100 transformative projects and aims to double the size of the economy by 2033. Mohammad Abdullah Al Gergawi, Managing Director of the Dubai Future Foundation, said the campus "will provide a global institutional platform" for researchers and universities.
The release lists the Museum of the Future, Dubai Future Accelerators, Dubai Future Labs and Dubai Future Academy as parts of an ecosystem built since 2016. Nad Zabeel adds a purpose built campus to it.
Which districts sit beside it
Zabeel Park is bounded by Sheikh Zayed Road to the south west, with Downtown Dubai and DIFC beyond the road, the Zabeel residential districts and Wasl 1 to the north, and Al Jaddaf and Dubai Creek to the east. Business Bay lies a few minutes further south.
The nearest new homes Castilion Estates publishes are on the park's edge in Wasl 1. Avenue Park Towers II by wasl is a 541 home release in two towers of 37 and 29 residential floors, with prices from AED 1.9 million on a 40/60 plan and handover scheduled for the second quarter of 2030. Nine Collective by wasl is a 215 residence tower of 44 floors, from AED 4.4 million on a 40/60 plan, also scheduled for the second quarter of 2030. Across Sheikh Zayed Road, Eden House Za'abeel by H&H Development beside DIFC starts from AED 4.95 million with handover scheduled for the second quarter of 2028. Those dates fall inside the five year window the foundation has given for the campus.
What the market looks like today
CBRE's UAE Real Estate Market Review for the third quarter of 2026, reported by Arabian Business on 4 November 2026, put Dubai office rents up 12 per cent in a year with occupancy of about 95 per cent, and named DIFC, Business Bay and Dubai Internet City as the areas with strong leasing. The same review put Dubai residential prices down about 1 per cent in a year and rents down 7 per cent. Matthew Green, Head of Research at CBRE MENA, said 2026 "has presented a more challenging operating environment than initially anticipated."
That is the context: office space around DIFC is tight and rising, homes around it have become cheaper to rent, and a campus of this kind adds demand on the side that has softened.
What it means for investors
First, this is an infrastructure story rather than a launch. There is no plot plan, no unit list and no price, and anyone quoting one is not quoting the government. The value for an owner is indirect: a research and university population working within a kilometre of DIFC needs rented homes, and the districts that supply them are Zabeel, Downtown Dubai, Business Bay, Al Jaddaf and the older Bur Dubai towers.
Second, the timing matters. The foundation's five year window ends around 2031. The wasl towers beside the park are scheduled for 2030 and Eden House Za'abeel for 2028, so a buyer in those projects would hold completed homes before the campus is operating, with the construction period in between. Our guide to how off plan purchases work in Dubai sets out the escrow and handover protections.
Third, for a buyer in the United States, Canada or Latin America, the dirham is pegged at AED 3.6725 to the US dollar, so AED 1.9 million is about USD 517,000 and AED 4.4 million is about USD 1.2 million, with no currency risk against the dollar. Freddie Mac put the average US 30 year fixed mortgage rate at 7.18 per cent on 5 November 2026, down from 7.24 per cent a week earlier. We do not forecast prices or returns around any announcement.
What to watch
Watch for a masterplan, a site boundary and a cost from the Dubai Future Foundation, for any residential or hotel element, and for the first institutions and companies named as occupants. Watch also the fourth quarter 2026 office and residential data from CBRE and others for whether the DIFC rent gap between offices and homes persists.
