Ras Al Khaimah opens a driverless vehicle sandbox and adds Mina to its trials

The Ras Al Khaimah Transport Authority launched a Framework for Autonomous Mobility and an Autonomous Vehicle Sandbox on 30 October 2026, signed ten partnership agreements, and on 5 November 2026 added RAK Properties' Mina community as a trial ground for driverless vehicles. The robotaxi fleet has covered more than 21,000 kilometres since trials began on Al Marjan Island in early 2026, and for a buyer the news is about which communities the emirate is wiring first.

The Ras Al Khaimah Transport Authority launched a Framework for Autonomous Mobility and an Autonomous Vehicle Sandbox on 30 October 2026, signed ten partnership agreements at the same ceremony, and on 5 November 2026 added RAK Properties' Mina community as a trial ground for driverless vehicles in residential and mixed use streets. For a buyer, the story is a map: the communities RAKTA is testing in first, Al Marjan Island, Al Dhait South and now Mina, are the ones the emirate is wiring for the next generation of transport.

What RAKTA launched on 30 October 2026

RAKTA's release of 30 October 2026 describes the framework as regulatory, technical and operational readiness for testing and evaluating autonomous mobility technologies, tied to the authority's transport master plan. The Autonomous Vehicle Sandbox is a dedicated area with facilities and routes that simulate real world conditions, where developers can test performance and validate safety before trials on public roads. The release does not give the sandbox's location or size, and this article does not guess at either.

The ceremony was held at the InterContinental Ras Al Khaimah Mina Al Arab Resort and attended by Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah, with China's ambassador to the UAE, Zeng Jixin, present. WAM, as carried by Gulf Today on 30 October 2026, quoted the Ruler: "People are at the heart of our vision for the future of Ras Al Khaimah." Engineer Esmaeel Hasan Al Blooshi, Director General of RAKTA, said in the release: "The Autonomous Vehicle Sandbox represents an important step in this direction."

Who signed, and what is already running

The ten agreements named in RAKTA's release are with RAK Properties, RAKEZ, the Ras Al Khaimah Chamber of Commerce and Industry, Ras Al Khaimah Innovation City, the mobility and logistics companies AutoLogix, CargoX, PixMoving and Westwell, and two universities, the American University of Ras Al Khaimah and Heriot Watt University Dubai.

The release sets out the trial record. Autonomous robobus vehicles ran on Al Marjan Island as an earlier phase. Robotaxi testing began on Al Marjan Island in early 2026 and has since expanded to Al Dhait South, the residential district inland from the city, and the fleet had covered more than 21,000 kilometres by 30 October 2026. No vehicle count was published and no date was given for a commercial service.

RAKTA's release does not name the operator. WeRide said in its own release of 2 October 2025 that it had signed a memorandum of understanding with RAKTA, that its robobus would serve nine stops on Al Marjan Island linking hotels including the Mövenpick, Hampton by Hilton and Pullman, and that an extension to Mina was planned. The 21,000 kilometre figure is RAKTA's, not WeRide's.

The Mina agreement of 5 November 2026

Gulf News, Khaleej Times and TradeArabia reported on 5 November 2026 that RAKTA and RAK Properties signed an agreement, in the presence of the Ruler, to run autonomous vehicle trials in the residential areas and mixed use developments of Mina, the developer's waterfront community between Al Marjan Island and the city. The signatories were Al Blooshi and Sameh Muhtadi, Chief Executive Officer of RAK Properties.

TradeArabia quoted Muhtadi: "Our Mina masterplan is creating a modern cityscape that will expertly cater to the needs of residents and visitors alike." None of the three reports gives a start date, a route, a vehicle count or a deal value, and RAKTA's news page carried no separate release on the agreement on 8 November 2026.

The market these trials run through

CBRE Middle East's review of the Ras Al Khaimah market for the first half of 2026, reported by Arabian Business on 22 September 2026, put apartment prices up 18 per cent year on year, with Al Marjan Island apartment values up 23.1 per cent and Al Hamra up 14.7 per cent, and apartment rents up 14.3 per cent. The same review counted more than 34,000 homes expected between 2026 and 2030, about 10,000 of them branded residences, and 8,500 hotel rooms planned for 2027 to 2030, almost two thirds of them on Al Marjan Island, where Wynn Al Marjan Island is expected to open in September 2027.

What it means for investors

First, this is a policy and infrastructure story, not a price story. The announcements of 30 October and 5 November 2026 contain no residential figures, and nothing in them supports a claim about values. They show where the transport authority is concentrating its effort: Al Marjan Island, Al Dhait South and Mina.

Second, for an owner on Al Marjan Island, the point is connectivity. A driverless shuttle network reaching Mina and the city would change how a tenant or a hotel guest moves without a car, which matters more for a branded residence let to visitors than for a family villa. Our report on Wynn Al Marjan Island sets out the hotel pipeline.

Third, the two projects Castilion Estates publishes on the island fall inside the window these trials describe. Fairmont Residences Al Marjan Island by Ardee Developments has 519 residences from AED 2.1 million on a 60/40 plan with handover scheduled for the fourth quarter of 2028, and NH Collection Hotel and Residences by RRS International Development has 36 furnished one bedroom residences from AED 1.6 million on a 70/30 plan with handover scheduled for the fourth quarter of 2027, both as verified on 3 November 2026.

Fourth, for a buyer in the United States, Canada or Latin America, the dirham is pegged at AED 3.6725 to the US dollar, so AED 2.1 million is about USD 572,000 and AED 1.6 million about USD 436,000, with no currency risk against the dollar. Freddie Mac put the average US 30 year fixed mortgage rate at 7.18 per cent on 5 November 2026. UAE banks lend to non residents on their own terms, usually with a larger deposit than for residents, and our guide for investors from the Americas covers the reporting questions for an adviser at home. We do not forecast prices or returns.

What to watch

Watch for RAKTA to publish the sandbox location and a start date for the Mina trials, for the first named operator of a public robotaxi service in the emirate, and for CBRE's full year 2026 review of Ras Al Khaimah, for whether the first half's 18 per cent apartment price growth held. Castilion Estates presents the two Al Marjan Island projects above and the offices at RAK Central; ask us for current availability and terms before relying on a launch price.

Questions and answers

Can I ride a driverless taxi in Ras Al Khaimah today?
Not as a public service. RAKTA said on 30 October 2026 that robotaxi trials began on Al Marjan Island in early 2026 and have expanded to Al Dhait South, with more than 21,000 kilometres covered in testing, but it has not announced a commercial launch date or public availability. The Mina trials agreed on 5 November 2026 also have no published start date.
Where exactly will the Mina trials run?
Gulf News and Khaleej Times reported on 5 November 2026 that the trials will run in residential areas and mixed use developments within Mina, RAK Properties' waterfront community on the coast, which is also where the InterContinental hotel that hosted the 30 October 2026 launch stands. Routes, vehicle numbers and dates were not published.
Does a robotaxi trial change what my apartment on Al Marjan Island is worth?
Nothing in the announcements supports a price claim and this article does not make one. What is on record is that CBRE put Al Marjan Island apartment values up 23.1 per cent in the year to the first half of 2026, reported on 22 September 2026, before any of this week's news, and that the island is the first place in the emirate where driverless buses and taxis have run.
How would a buyer from the Americas pay for a home here?
The dirham is pegged at AED 3.6725 to the US dollar, so the AED 2.1 million starting price Castilion Estates lists for Fairmont Residences Al Marjan Island is about USD 572,000 with no currency risk against the dollar. UAE banks lend to non residents on their own terms, with larger deposits than for residents; our non resident mortgage page explains eligibility, and Freddie Mac's 7.18 per cent US 30 year rate of 5 November 2026 is the comparison many readers will have in mind.
