Dubai puts tourist visas on Visit Dubai and opens a repeat visitor club

On 1 November 2026 Dubai announced that single and multiple entry tourist visas will be applied for through the Visit Dubai website from this month, and launched the Dubai Access Club, an invitation only membership for repeat visitors. For owners of holiday homes and hotel branded apartments, the measures aim at the repeat visitor whose stays underpin occupancy.

On 1 November 2026 Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, announced two tourism measures: tourist visa applications will be taken through the Visit Dubai website from November 2026, and a membership programme for repeat visitors, the Dubai Access Club, will launch in the same month. For an owner of a holiday home or a hotel branded apartment, the point is that both measures are built around the returning visitor, whose stays support occupancy through the year.

What was announced on 1 November 2026

The official announcement, carried by the Emirates News Agency on 1 November 2026, describes two initiatives to be implemented during November 2026. The first is the Dubai Access Club, described as the world's first city led, invitation only tourism membership programme, which will give repeat visitors access to experiences, services and benefits. The second adds tourist visa applications to Visit Dubai, the emirate's official tourism website, starting with single entry and multiple entry visas, with further categories to follow.

Gulf News reported on 1 November 2026 that the initiatives are being developed by the General Directorate of Residency and Foreigners Affairs in Dubai, the Department of Economy and Tourism and Digital Dubai, under the Shared Digital Channels Initiative that Sheikh Hamdan approved in February 2025. That initiative brings government services together across seven unified platforms. The residency directorate keeps responsibility for assessing applications and issuing visas; the website becomes the front door.

The stated aim, repeated across the official account and the newspaper coverage, is to place Dubai among the world's top three destinations for business and leisure under the Dubai Economic Agenda, D33. The National reported on 1 November 2026 that the benefits of the Dubai Access Club had not been disclosed.

Why the timing matters

The measures arrive in a recovery year. Department of Economy and Tourism data reported by Gulf News on 14 September 2026 put international overnight visitors at about 869,000 in August 2026, the highest monthly figure since February 2026, and at 6.97 million for January to August 2026. Hotel occupancy was 66 per cent in August 2026, against 36 per cent in March 2026, the first full month of the regional conflict. Occupied room nights for January to August were 21.61 million and room inventory approached 149,000 rooms by the end of August.

The source markets on the same data were Western Europe at 20 per cent of visitors, South Asia at 17 per cent, the Gulf states at 16 per cent, and the CIS and Eastern Europe at 14 per cent. The National reported on 1 November 2026 that Dubai recorded 19.59 million international visitors in 2025.

CBRE's UAE Real Estate Market Review for the third quarter of 2026, reported by Arabian Business on 4 November 2026, put UAE hotel occupancy down about 24 percentage points year to date, with average daily rates down 8 per cent and revenue per available room down 30 per cent on the previous year.

Earlier measures set the pattern. The National reported on 1 November 2026 that a package approved in May 2026 suspended the nightly hotel fee and the 7 per cent municipality fee on hotel and restaurant bills.

Where the repeat visitor stays

A visa applied for on the tourism website, and a club that rewards coming back, are aimed at the same person: the visitor who has been before and returns two or three times a year. That visitor is also the base of the short stay market in the districts where Castilion Estates lists homes. Downtown Dubai, Dubai Marina and JBR, Palm Jumeirah and Dubai Harbour are the main districts for holiday homes and hotel branded apartments among the communities Castilion Estates covers.

Hotel branded apartments are the closest property to this policy. A unit in a hotel managed building shares the operator's rate and occupancy, and an operator's loyalty programme already does for one brand what the Dubai Access Club proposes to do for a city. Our guide to branded residences explains how the management agreement and the rental pool work, and what the owner gives up in return.

What it means for investors

The announcement changes access for visitors. It does not change the rules for owners. The property linked Golden Visa is a federal residency scheme and is untouched by a tourist visa service; nothing in the 1 November 2026 measures alters an owner's rights, fees or obligations.

For a holiday home owner, the relevant numbers are the recovery figures above, not the announcement itself. Occupancy at 66 per cent in August 2026 against 36 per cent in March 2026 describes a market that was recovering before these measures and that remains below 2025 on CBRE's year to date figures. A buyer underwriting a short stay unit should use the published 2026 occupancy data, not the 2025 record, and should ask the operator or management company for the building's own figures by month.

For a long term landlord, the measures are largely neutral. Tourist visas and loyalty schemes affect short stays; residential rents respond to employment, population and supply. Investors weighing a short stay strategy against a conventional tenancy should treat this as one input among several.

For a buyer in the United States, Canada or Latin America, two points. The dirham is pegged at AED 3.6725 to the US dollar, so short stay income earned in dirhams carries no currency risk against the dollar. And the visa service matters only for guests who need a visa in advance, so check which of your likely guest nationalities that covers before weighting it. What to watch

Three things will tell us whether the measures matter to property. First, the eligibility rules and processing times for visas applied for through Visit Dubai, which Gulf News reported on 1 November 2026 are to be announced later. Second, the Department of Economy and Tourism's monthly releases for September to December 2026, which will show whether the August recovery held through the peak season. Third, the published benefits of the Dubai Access Club and how many visitors are invited.

Castilion Estates will update this article when the Visit Dubai visa service goes live and when the Dubai Access Club publishes its terms. Owners considering a switch between holiday letting and a conventional tenancy can ask us for the current permit requirements and the comparison for their building.

Questions and answers

Can I apply for a Dubai tourist visa on the Visit Dubai website now?
The announcement of 1 November 2026 says the service will be introduced during November 2026 for single entry and multiple entry tourist visas, with further categories planned. The General Directorate of Residency and Foreigners Affairs in Dubai continues to assess applications and issue the visas. Check the Visit Dubai website for the live service and its eligibility rules before relying on it.
Does the Dubai Access Club change anything for property owners?
Not directly. It is a tourism membership for repeat visitors, described officially as invitation only, and its benefits had not been published as of 5 November 2026. The relevance for an owner of a holiday home or hotel branded apartment is indirect: the programme is designed to bring the same visitors back more often, and repeat visitors are the base of short stay occupancy.
Does this affect the Golden Visa or residency through property?
No. The 1 November 2026 measures concern tourist visas and visitor loyalty. The property linked Golden Visa is a federal residency scheme with its own rules, which we set out in our guide. Nothing in the announcement changes the rights or obligations of a property owner in Dubai.
How is Dubai tourism performing in 2026?
Department of Economy and Tourism data reported on 14 September 2026 put international overnight visitors at 6.97 million for January to August 2026, with 869,000 in August, the highest month since February. Hotel occupancy was 66 per cent in August against 36 per cent in March. Dubai recorded 19.59 million international visitors in 2025, as reported by The National on 1 November 2026.
